That’s normal for the solar wind to be bumpy. Solar wind speed is measured by measuring the speed of solar protons on the sensor. The more protons per cm3 the more accurate the speed, the less protons less accurate. So one proton could hit at bigger speed than the other. So every minute the protons that hit are counted and the average speed, but as the number of protons defer and the speed varies it gives a more bumpy look.

When you look at solar wind data, you are likely looking at a mix of ACE and DSCOVR data and you may not know when it switches back and forth.

This time is it a bit of a mix of both DSCOVR and ACE having data issues recently. The only thing to blame are the satellites themselves and because we get something close to live data the are issues are here to stay.  If the data doesn't look right, it probably isn't right. The data may be processed later for use as science data.

One note, the IMF for both CMEs(at least when ACE doesn't have errors) are pretty much the same. When it comes to the solar wind proton density and temperature parameters, ACE had tends to have lower values while DSCOVR has higher values. That can also make things confusing when the data feed used goes back and forth.

If a CME arrives from a flare or filament the IMF Bt component and solar wind velocity, density, and temperature will all spike up at the same time.
