We just had a period of tons of solar activity, with more ARs than we’ve had since the peak of the last SC, and almost constant minor flaring. When you have too much regions on the disk, it often lacks huge solar flares too, strongest solar flares often occur after solar max and not during solar max because of that. active periods will come and go and one more active than the other. In solar max, when there are plenty of regions, they can still produce moderate to strong solar flares but not the biggest ones. Having too many regions can cause that a sunspot region can’t develop to a huge region if there are nearby regions.
