why hasnt the CME hit yet and why is DSCOVR offline

Still no CME.  I'm beginning to think it's not coming, or if it was, it's so weak it's not worth staying up all night for.

CME arrived around 10 am UTC and the effects were minimal, maximum the solar wind's speed was just 461 km/s, maximum density of solar wind was 19.42 cubic centimeter. But NOAA issued that g3 geomagnetic storm is possible  at 9 pm UTC-12 pm UTC. This may be possible as the speed and density of Solar wind is rising again.

Dubious, if the CME was weak then the following effects will probably be weak as well.
