Based on attached image, does it seem guarantee for lower sunspots numbers in next 5 years?

Depends on what you mean, but unless something completely unexpected happens we will reach maximum at some point, and then move back down to minimum. That's the ~11-year Solar cycle, and has been occurring for as long as we've observed sunspots.
