Can new moon reduce the effect of Geomagnetic storm?

During the new moon period, recurrent coronal hole high speed streams are expected to bring unsettled to active conditions on 5, 6 and 8 August.

 

Can the new moon reduce the effect of Geomagnetic storm by blocking most of charged particles from Solar winds? because moon locates between Sun and Earth during new moon phrase.

 

Furthermore, how do I know the current phrase of Apogee-Perigee Cycle?

 

 

Does anyone have any suggestions?

No, the moon has no effect on the particles and/or geomagnetic disturbances. The only thing that the moon does is that fainter aurorae are barely visible due to the light from the moon.
