Can some solar cycles last less than 11 years?

Absolutely. The average solar cycle lasts about 11 years but there have been cycles that lasted only 9 years and even one that was 14 years long if I recall correctly.

could solar cycle 24 really have lasted 11 years  because I was seeing that in 2018 and 2019 with few sun spots as a solar minimum, that would be why the high activity of 2020 happened in November I know that it does not make much sense but what if 2020 wanted to be a 2010 in solar activity?

December 2008 till December 2019, exactly 11 years

if you look at the cycle graph, in 2018/2019 we where still in the declining phase before the solar minimum.
