Still I don’t quite understand. Deficit synonyms are shortfall, shortage, ...

we are past solar minimum and have now periods where sunspot regions occur, though not very active yet. The number of spots will grow towards the solar maximum of SC25 and activity will rise. So the “shortage” of activity will change ;) 

also, we won’t talk about the next cycle because the current cycle has to prove itself first so we know which prediction came out right, and when we reach solar minimum again after SC25 then we’ll talk about what’s next.
